Could be anything from a lean misfire to a CVT heading to the junkyard.
the R18 has a unique throttle that will open fully to reduce pumping losses - when you go "off throttle" - instead of closing, it opens fully.I graphed Engine RPM and Throttle Position at idle and it seems my Throttle position does a weird back and forth even if I release it. And Engine just follows. I think this is issue because when I am at desired Speed, the RPM goes near this level. So touching the Throttle probably encourages this back and forth behaviour.
