What is the issue that they are having a recall?????
It doesn’t say and there isn’t an official recall yet, but it looks like it’s coming soon. The OP mentioned that he received the notification from Carfax. I do know that there are several complaints about the head units going black/blank in cold temperatures. It might be a fix for that?

Any clue why it would be considered a safety issue?

The back-up camera and lane change camera images maybe?
This would be my guess since the back-up camera is a requirement in the US starting in 2014 I believe.

Kind of a bummer to think that 2019-2022 head units might be headed to the recycle pile. I'd like one of those to replace the HU in my 2017. No Carplay and the built in Nav system is just painful to use. edit: just saw that it's just a SW update, no HW change.

I have a 2022 HR_V Sport model that will be one year old in March of this year. About six times now after I start the car with the key the whole infotainment screen will go dead. No Apple car play, back-up camera, or radio. If I shut off the car and restart the car it goes back on. Very intermittent. I should contact the dealer to find out if this is a common problem with this model but with 25 months of warranty left I am waiting to see if it gets worse. But who wants restart the car like that so I will visit customer service department to see if they know about this problem. Will get back with you soon.

Here is my promised update. Went to the Honda dealer where I bought the car. Explained to him about this recall with the screens going dead taking out the infotainment screen and everything else with it. The repair manager looked up that vehicle I bought in the system and it was flagged for a recall. The recall is out. Set up an appt. this next weel (on Valentine's Day) for a fix. I asked for the fix but he said that it is on the tech to answer that. I hear it only the vehicles that have a keyed ignition like mine. Let U know how it goes.

You are correct. Only for vehicles that use a physical key to start the engine.

I have a 2022 HRV LX (base model) would this recall be for my model as well? It does use a key.

If you read the PDF in Post nine, it tells you what to do.

Reference is recall 23V-046.

Description of Remedy Program :

Registered owners of all affected vehicles will be contacted by mail and
asked to take their vehicle to an authorized Honda dealer. The dealer will
reprogram the display audio unit with updated software containing the
proper boot up procedure.
Owners who have paid to have these repairs completed at their own
expense will be eligible for reimbursement, in accord with the recall
reimbursement plan on file with NHTSA.
