The engineers must have decided that is the best type, size and location for the damper.
Also dependent on the frequency and origin of the vibration or resonance.
There may be other dampers bolted/welded to the HRV also.
I have seen various dampers over the years. Welded to exhaust systems, bolted to the axle assembly on solid rear axle vehicles, bolted to transmissions and transaxles, etc.
I remember seeing on an older GM 50's or 60's car.
It had 4 huge liquid filled vibration dampers inside each fender at the 4 corners of the car.

items- maybe the top half of the dynamic damper - this part might be the gusset damper- below the frame is the dynamic damper.
I have no idea what they do- other than isolate the subframe ???
