Saw some chunk of metal sitting in the center of the lane and had no time or space to avoid/slow down quickly enough.
It took a chunk off of something underneath my car, in between my two front wheels.

Questions: What is this part? Is it damage critical? Thank you

Yes it is a critical component. It is part of the vehicles sub frame. That cross frame could collapse since the engine and transmission mounts to it. Call your insurance company to get them to look at it since it's not your fault. They may pay for it minus your deductible.
